Right to Adequate Food Framework Bill Approved at the HR Committee Level

A congressional hearing by the mother committee on Human Rights to approve the Substitute Bill on House Bill Nos. 61, 256, 1645 and 3938, entitled “An Act Providing a Framework for the Right to Adequate Food, and For Other Purposes” was held last May 30, 2017 from 9AM to 11:30 AM at the Yñiguez Session Hall of the House of Representatives. The Bill was authored by Representatives Karlo Alexei B. Nograles, Jericho Jonas B. Nograles, Harry L. Roque, Jr., Linabelle Ruth R. Villarica and Kaka B. Bag-ao.


Ms. Aurea Miclat Teves, Convenor of the National Food Coalition (NFC) and President of FIAN Philippines and Atty. Ricardo Sunga III attended the deliberation. It was also witnessed by different Peoples Organization leaders, members of NFC and representatives from the DA, DILG, DOH, DFA, DSWD, NEDA, and other concerned agencies.


The Representatives of the different government Agencies signified their approval and support for the passing of the legislative Bill.


The Bill was discussed and approved at the Human Rights Committee Level. Chairperson Congw. Cheryl P.  Deloso-Montalla urged that the Bill be prioritized and certified as Urgent for this 17th Congress.

Ms. Aurea M. Teves provided the last remark and thank the Committee on Human Rights, especially Congw. Deloso-Montalla and the authors of the bill specifically Cong. Karlo Nograles for committing themselves to end hunger in the Philippines.

The NFC are counting on their Congressmen to support this Bill. The Committee on Appropriation promised to pass the bill. The Zero Hunger Bill will be tackled in the plenary at the opening session in July 2017.
